Lots of criminals switched to growing weed cause of the low penalties. Now people will steal, rob and do what ever they can to make a buck. If your gonna go to jail for growing 50 plants. Private prisons won't ever be allowed, especially in provinces like Ontario and Quebec. Ontario tried doing the private prison thing in Toronto.. that got shut down quickly by the province
