you dont need a real wow account, jsut WoW downloaded and all the expansions downloaded. you can get them all for free if you google it. then making a server is a little more difficult but you can get a step by step of it here on youtube. just type private server 3.1.x and your good to go once that parts over with. or you could join a server that will give you GM but thats usually harder to find.
