You need to organize every time you see police brutality on the news. The people need to show up at the city managers office, mayors office and complain. Ask about filling a recall petition of mayor if some thing is not done about police excess use of force.

Also go to the city councils meting. When some on council says the mayor or city manager is in charge of the police.  Tell them they write, or approve the laws, policy, sop code of conduct. They budget the cops.
