My perception was that he was implying that the choice was simple when faced with a positive and a negative. Obviously "war hero" is positive, and it seems that he was contrasting that with "black guy." He could have been implying that "black guy" was the standard "control group" and "war hero" was simply a step above that. Either way, there is no argument that he is an ass.
