First edit the pictures in PS (characters and backgrounds). Some really simple effects added. Make the background transparent when you are working with the characters. You can save it as a PNG. file. After that go to After effects put your character into the new edited backgrounds. When you got the stuff animate it a bit like the zoom effect. This simply changes the size of the picture so it looks like I'm zooming. Thats all.

For the pictures use Photoshop. For the Zoom effect use After effects.

The characters and the background are both in different layers.
