I didn't start until I was 17 or 18, so you absolutely can train it... Don't let any of that too old / inflexible gobblygook prevent you from doing something you are interested in.

as a complete beginner, what would be the best way of going about training these movements? you seem very flexible, I for one am not! should i be working out? you know, with dips, pushups, etc.. or should i be training the lifts, presses, and movements im interested in, as opposed to trying to get stronger by training rep after rep with certain exercises?
Yes, you will need to do all kinds of training. Dips / pushupsh, situps, etc all help. But you really need to be working on specific exercises you want to learn such as handstand / press handstand etc.
