@Bakers13Dozen Consider the context here: this was when Labour was promoting an Emissions Trading Scheme (or 'ETS') that was similar to Howard's 2007 policy. By 2009, Tony Abbott was rubbishing the ETS of Labour and Howard, and actually speaking out in favour of implementing a carbon tax. This too is in print and on film.

Nothing is clear-cut here.

As for Penny, she was specifically against a carbon tax that never transitions to an ETS - a sensible policy that many Liberal MPs support.
