Every bill should be proposed individually (with a non-transferable assigned annual quota of bills for each member of Congress), and compared with the Constitution to see if it fits with that document. So what if that means that there're not enough to cover all potential bills? That should make those who propose them more choosy about their opportunities. omg, what a great idea! that should be implemented, but sadly it isnt. the one who does do it the way you say is Congressman Ron Paul. he actually reads bills and compares them to the constitution, god bless him.
