if she said "you can walk" in response to james saying "i'm going to the movies" it would sound like she is mad at him and is telling him to walk instead of driving him there.
if you are telling someone "you can eat the apple."...you could be giving them permission to eat the apple, or saying that they are able to eat it.
if you say "you could eat the apple"...it just sounds like you are making a suggestion, or that it's a possibility (like in video).
