Around 2004, I think, Brown started pressuring him to resign as Prime Minister and party leader, but Blair didn't trust Brown to continue public-sector reform; so he refused. In 2006, Blair agreed to step down in 2007, his popularity having declined since the 2003 invasion of Iraq (though he had won the 2005 election).
