It was more of a "better safe than sorry' thing. He might have sued, although he wouldn't have won. But still, the very process of getting into a legal battle would have been expensive and time-consuming enough that it probably was in Capcom's best interest not to bother with it.

I don't remember the exact urls, but you could check in mugen infantry's database for dhalsim by aku ma, cammy by andre lopes, and t.hawk by n64mario or gncmario or n-mario. I think I got Feilong by zamtong from mugen fury's database.
