Houston has some of the most corrupt "law enforcement agencies" in the U.S. Houston cops sell drugs, steal from citizens and sell their protection services to criminals as well as to the rich. Yet, it takes them a upto 2 hours sometimes to respond to emergency calls from citizens for things like burglary or assault.
