The blue color was only during the French presidence of the UE.

The "flash lights" are during a few minutes, every hour of every night of the year. At 10:00 and then at 11:00, etc. You are sure to see this if you come to Paris.

The quasi-guerre in 1798 was ended in 1800. Napoleon the first sold the Louisiane to the young american government (for several political, military and economic reasons). France and USA became neutral since 1800 (but Napoleon was opened to an new alliance against the english). Our two countries are two old friends.
