Its so bad its good. I actually phoned the producer of Jaws III,Rupert Hitzig a few years ago to get to the bottom of why Jaws 3 essentially came out the way it did. It was interesting to hear his point of view. I saw this as a kid and as such had a good memory. I think anyone who saw it as a youngster probably has a twinge of sympathy for it.
