With all the might and resources available to those agencies, at very least I'd have expected them to put together a convincing audio clip. There are so many other options. Like careful use of audio editing, use of a professional actor or mimic, etc.

If the message was just likely to raise speculation and suspicion, why did they even say it was him? They didn't have to, they could simply have said he left a written suicide note, read by someone else.
