How is she half NAKED? She has on a full body bathing suit that is mostly covered by a LONG wrap. The only thing showing is her arms and partly her legs. Half naked would be prancing in a two piece bikini with no wrap. She is not being shameful, nor is she naked. What she is wearing is the equivalent to a dress... And yes, you are judging her for what she is wearing, which is completely appropriate.
