Some TVs and most computer monitors are in 16x10 (1.60:1). If you were to go and look for an HDTV, most stores don't post 16x9 (1.78:1) anymore, only by the number of pixels that make the width and highth of the screen (1920x1080).
How you can tell if 1920x1080 is 16x9; you need to take the x and y values and devide them. So 1920/1080=1.78 and 16/9=1.78. Another example for figuring out that aspect ratio of 4x3. Take 4/3=1.333, and older comouter monitors have 800x600 pixels, and the aspect ratio of that is 1.333.
The black bars on the screen are the canceled pixels. If you are watching a video that has these black bars on the top and bottom of the screen, the video is letterboxed to preserve the video from being squeezed to fit the 4x3 or 16x9 screen. If you see black bars on either side of the screen, the video is pillarboxed for the same reason.
