if you have a windows computer go to your start button and click it then go to the search bar in it and type in paint. and you can draw with that. OR you can learn to draw anime on paper first (it makes drawing on the computer alot easier)

Gosh, do you really go through all of those steps to draw eyes? o o; How extremely complicated. I don't use -any- steps. ^^; I find that using those would actually make it a lot harder to draw eyes. O o Or at least, very time-consuming. I'm sure it's helped other people, though, so yay! :D
