this is a c-axis machining people. (milling tool set in the tool id but using a turning tool) otherwise the c axis and static tool won't synchronize though it's running so fast you would actually think it's a turning operation.

Buggable: There is several lines in one revolution in this program, but you can also do it with only 1 G03 or G02 line with I and J to control the center and a incremental movement in Z axis.
learn from a real shop. idk everyone i see that comes from...well any school for machining pretty much, scraps everything, or are completely too slow. just my opinion
i've done this before with 2 lines of code and a macro to control the eccentric. it's really easy actually... but I did it on a Mori - much better machines ;)
are you in CNC? I`m starting a 5 month course in march 2 days in classroom and 2 days on a CNC machine in an actual shop. there going to teach me shop math, blueprint reading, g-codes

It was actually very easy. Made only one revolution and then repeated it 2270 times:)
