There was a peace agreement in Swat valley between Taliban & the govt. of Pakistan, their tenure in Swat was getting over so they went for some shopping before leaving. This incident was the first major breach of the agreement by the Taliban where these men were kidnapped, they did not resist because of the agreement. Got it now?
