the use of retired educated members of the community as tutors should be encouraged. There are about twenty volunteers in my community who have tutored students in reading and mathematics. We all have Criminal and Child Abuse clearances but now in addition require and are awaiting FBI clearances. Please put some effort into limiting the obstructions and expense that hinder the efficient use of citizens who are willing to volunteer their time to help our students.
