I assume 'swallowing your tongue' is used to mean upper airway obstruction caused by either the back of the tongue or the epiglottis falling onto the back of the throat and obstructing your breathing.
This is caused by unconsciousness, which causes relaxation of the muscles that normally hold your airway open.
If it is done wrong you can loose your conciousness and choke. The risk is higher because you are laying slightly tilted.
I've tried it and done it to willing friends who didn't think it was torture. Guess what? The second the towel was removed they admitted that it actually was torture.
If you're such a tough guy, then post a video of yourself on youtube with you getting waterboarded.

If waterboarding is too easy, I suggest that you try it.

Waterboarding might be bad on an every day citizen but it's not that bad for our special forces because they have gone through it. It's an inconvenience, but it's not torture because torture has to cause severe pain and/or suffering.
@bengalsfan: This can cause so much stress that people will break their own arms or legs in the struglle. Also the lack of oxygen in combination with breathing very fast because of the stressful situation, can cause some serious health issues..
The arm and leg breaking is not from the actual waterboarding, that's the people inflicting their own injuries from struggling. The health issues are not long term, nor are they severe problems. Anyone who has served in special forces who has gone through waterboarding as training will usually tell you it's not near as bad as people make it out to be.

I'm sure that the psychological aspect of it being done by masked strangers is different from your friends doing it. Also this stunt was performed by amateurs.
