How about using the steam to spin some turbines which double up as tone wheels? Should give you almost limitless polyphony.

Very clever.... a steam powered oscillator. How are you controller the speed?  Have you considered building a bank of such oscillators?

Yes. Simply by gearing the drive system or adding more valves multiple tones can be created, as well as harmonies. That will be the next one. I like this one for its sparse simplicity and efficiency.
