Jah is a short for jehova, rastafari comes from Ras Tafari Maikonnen, birthname of Haile Selassie I. of Ethiopia, who is in rastas belive kinda reborn messiah.

rastas target is to get all black people back to their african homeland, which can be understood literaly, by moving physically there, or in a more spiritual sense, by keeping their african legacy alive. Haile Selassie was the one who was expected to lead this movement, cuz they believed he was kinda reborn jesus, and a guy named Marcus Garvey had foreseen a mighty african leader in early 20th century, who should lead all afircans back to their homeland.

but its necessary to say, there are no central institutions or single spirtual leaders for rastafari, so there are also no general rules, that would define what a rasta is or what he has to believe. So even white guys (whos target cant be to get back to their african homeland) can be rastas. Maybe the biggest Rasta prophet Bob Marley found the best words for it: "it means u are ur own man, u do what u want to do, anything people say about you, you dont care". Thats my sight on rastafari^^
