You can see pretty much the same device in every Japanese home/bathroom. You can actually use the water to wash your hands first before it is flushed down the toilet. Exactly the same concept. Japanese ingenuity at work!

Firemen around the world us a similar hose to fire wild fires near lakes. They also use these in swimming pools around residential areas.
