No, not really. That is the designer and manufacturer of the clothing. That's different than promoting one's self or one's product unrelated to the clothing manufacturer.

I like your logic. It's the honest approach. But...

There are two working ways to go with promotional items.

Firstly, you can give them away in huge numbers so that they're everywhere and people realise that no expense has been spared; or secondly, you can price them to create a sense of exclusivity by being a little more expensive than the average t-shirt. Your sincere and honest approach of selling at cost price risks cheapening your brand in the eyes of your fans. Sad but true.

Your logic is more true the larger the scale of the giveaway/sale. a hundred fans at the most would probably be willing to buy a shirt. I doubt that sliver of my fan following would feel my image is cheapened from an economy priced shirt.

If I was like a Fred and selling THOUSANDS of shirts, then yeah I totally see your point. I'd rather uphold a image of me not making a profit off of making fans into walking billboards for me. That's much better than a few fans feel that I'm "Cheapened".

I would recommend selling them at slightly above cost (Maybe $.50-$1.00) this way if anything happened where you would lose money (Shirts lost./damaged in the mail, etc) you'd be covered.

I understand that you're not interested in having your fans pay to advertise you, but if you actually ended up making some money this way you could do a contest or something with the profit to give it back.

Of course if you use a service with it's own customer service this might not be necessary.
