But has it ever been different? To my knowledge, rulers have almost always been power greedy pricks, that's probably a necessary condition to become a ruler. I don't think they're dumb though, although many of them probably lost touch with the people they rule. But if we go back in history, we only find totalitarian dictatorships, absolutist rule, feudal kingdoms, theocracies... not really better than today's situation in my opinion.
