I have this track on CD! On the CD sleeve it says the piece is called "Wind Tunnel" by Eberhard Weiss. It is performed by "Walter's Big Band" which is possibly another name for the (East) Berlin Radio Dance Orchestra. "Walter" is probably referring to Walter Kubiczeck: an East German composer and band leader who also wrote for television in the GDR
