A close look at what you've got there shows that you're using an ammeter, not a power meter as claimed.
With AC, knowing the current isn't enough... you also need to know the phase between the current and voltage. By changing the phase, it's possible (nay, easy) to reduce the current without changing the power usage.
A fluorescent lamp is an inductive load... all it would take is a capacitor in parallel to greatly reduce the current, without changing the power load in the slightest.
