True, but what were his conclusions? Anyhow governtment scientist have little or no control over what they are told to research. Partiularly when you reach the higher levels. It's mainly due to clearences. All govenments have a reletively small group of scientists that they entrust with their highest clearences. These people end up being asked to work on all manner of projects because noone else has the clearance to work on them.
