He will get banned because his probably using an external program to enable sv_cheats 1 and wireframe... Just give it few weeks for Valve to pick him up... VAC tends to ban in waves!

This video proves nothing and a player should NEVER be banned with such flimsy proof. You could film any player (noob or experienced) and make a montage like this of moments that look suspicious.
In short, with no context, its impossible to tell... everything in this video can be put down to experience, reading the game and blind luck. The only way you can really make a judgement is to have a demo of a player playing a full match where you see each round from start to finish.
If everything in this video happened over 2-3 rounds in one match then its far more suspicious than if it happened over 20-30 rounds in different matcs/servers.
The only genuinely suspicious thing in this whole montage is @40 where he tracks the terrorist in Tspawn from tunels... but during that whole clip the enemy player doesnt come into view (until the end), but once again this could just be luck.
I usually give players the benefit of the doubt, but he is obviously cheating. He literally never checks any other spot besides the ones that a player is clearly behind.
