It's subjective. Up to that point, Suzaku had been a hypocrite the entire show, fighting to enforce the very system he said he'd try and change, like a lot of politicians. Kallen had been captured and imprisoned by him, and he'd just tried to drug her into betraying her cause. I'd say she deserved to curbstomp him.
