This kid probably belongs to Uyghur/Uighur gangs. Google search "Uyghur or Uighur gangs in China" and there is a slew of articles regarding this topic. Their activities include pick-pocketing, assault with weapons, etc. They range from ages 5 and up and report to their leader with money or other valuables. Kind of sad really, on both counts.
