No, the presidency of the UN Security council rotates between the member nations once per month. It was the United States' turn to chair the Security Council for a month, and it would normally be chaired by the U.S. Ambassador to the UN (Susan Rice, on his right). But he and Rice agreed he'd chair the meeting for this vote only.

The security council is made up of 15 member states. 10 come and go, however the other 5 USA, Russia, UK, France, and China our permanent member's and will always be there because they won ww2 and created the UN.

but if you ask me the Soviet union no longer exist so they lost there spot. China had a revolution and no longer goes by its same name as it did 1945. And France lost ww2 but it allies won.

Therefore the only members that should be on the Permanent Security council are the USA and UK.

No, it's not a violation of Article 1 because he only chaired the Security Council meeting for this particular resolution. It's not a "second job" as it would have been if Hilary Clinton had not resigned as Senator to accept the position of Secretary of State, for example.

Furthermore, this is only possible because the U.S. is chairing the Security Council for the month of September, and Obama was able to substitute for Susan Rice, the U.S. Ambassador to the U.N.

For one the title of nobility part was an effort to avoid the class divisions which pervade British society, it has nothing to do with offices, more for titles such as 'Duke', or 'Earl', or even 'King'. Secondly the UN is not a government, it is a multilateral organization. Besides even if it were the case, who says that congress would not have consented?
