I know that you can get the vocal of I'll Make a Man if you buy the Special Edition DVD of Mulan, but I think you'd have to buy a Chinese DVD to get the whole movie. I'm sure there are OTHER ways, but I can't advocate them on public forums ;p

No, the American release (the Special Edition) has the complete Mandarin dub as an option, as well as the Jackie Chan music video.
