This is most likely the "customer cam" that most taxis have on their cars now to both ensure the drivers safety and the customers for any reasons like car accidents, false complaints, robbery attempts etc. This poor schlub may have been dozing off but as a passenger thats not an issue, I would have expected the driver to enforce his passenger to wear his seatbelt though since any injuries could be blamed on the driver if not (in states where "click it or ticket" thrives)

Its that someone earlier suggested this may be the case of a passenger in a minivan or station wagon type taxi and I think it may be the case for while obviously he is not using his right hand it seems to me he isnt even using his left hand because if you look at his left arm its almost completely by his side which would seem to me there is no way he could have his hand on the wheel in that case.
