Tourniquet is actually a French word. It pretty much means "something that rotates" and is typically used to refer to the little playground thing that spins around in French speaking countries.

In the States, it is used to refer to a medical device used to stem the flow of bleeding. It's basically a cloth wrapped around a device that you twist to tighten.
