Link can't talk in the games the cd-i games broke a rule when link talked. the only way we could hear him was when he was fighting, because he was shouting. By listening you can tell that is not his voice, yes it was toon link, you would still tell it's not his voice. Also gannondorf (Gannon is bull-like) when he spoke his voice came from the cd-i games, witch again broke a rule that link can't talk.

Link isn't actually mute, it's just much easier to not give them a voice, because if you do there's a chance a lot of people will hate it, or love it. And then if he didn't even have a voice, and you just saw the words he spoke, that would be, just to be frank, pointless.
