Yes you are right. The government understands this very well. They are in the process of changing the constitution bit by bit. Military and Police will become acclimated to those changes and bound by oath to enforce them. this is the most important point in my view: our police and military are comprised of our neighbors who joined for good causes. they took an oath to defend the constitution, not obey the government. many will resign, perhaps even overtake arsenals and bases in America. we don't know what will happen when this comes. let's look at the last civil war. many confederates resigned from the US Army to fight against what they thought was an unjust government.
And when Lincoln called for volunteers to "put down the rebellion" n South Carolina, more resigned when they realized that those troops would have to march through other southern states to get there. That and it proved, in many minds, the suspicions that many "on the fence" southerners had.
