For example my uncle lives near the San Andreas fault in california and is prepared for earthquakes by having lots of water and food on hand incase the pipes break. Also I know that SHTF is very unlikely so I dont worry about it happening tommarrow cause if it does I have my stuff.

I probably wont need more than 3-4 mags worth of ammo if its just civil unrest for a short period (LA riots after rodney king, new orleans after katrina), but if there was a total collapse that lasted for a while ill probably need a lot more to make sure i have enough for myself and my friedns and family if they run low.
civil unrest is unlikely but does happen and as you noted they are short lived and order is restored within a day or so. Total collapse extremely unlikely, so these guys that go out and spend thousands upon thousands of dollars prepping (not including the cost of buying the weapons) are just raping themselves. My local Walmarts, Dicks and Academy Sports have a shitload of .22LR,9mm, .223 and .40S&W, all popular hunting rifle calibers and all types of shotshells bird, buck and slug. There is a good bit of .45ACP, .357 mag, .44mag,.357SIG, 25&.32ACP. .38 special was hard to get for awhile but now it's coming back around. .380ACP forget it, sell your weapon.

My ammo stash is limited to what I can carry on my person. Some people have 50,000 rounds or more, but realistically there's no way you can take that with you in the event you need to escape or leave immediately on foot. The only exception is when I buy extra ammo to train with, and I slowly eat away at it overtime, then re-order some more. If the SHTF, I would take a reasonable and manageable amount of ammo and leave whatever I couldn't carry. Don't waste money, be smart about this.

Their 6 box policy is also in place in PA. However, you can easily get around it by buying 6 boxes yourself and having your relatives buy up the remainder. That's what my dad and I did.
The military is buying up all the ammo available in the market to raise the price of ammo so they can profit when deciding to sell it back to people. What a scheme. You can google this information.
