An impact that size would sterilze the surface and kill ocean life. Bacteria have been found in the crust at several thousand feet. Some on the far side of the impact would probably survive. When things cool water vapor would condense again. The bacteria would recolonize the surface via cracks. The heat generated from the impact would be IMMENSE, enough to potentially make the atmosphere burn away. The shock waves would cause earth quaked and floods (Assuming all of our water wasn't vaporized) the likes of which men have never seen.
