Linesmen are supposed to give the benefit of the doubt to the players. If the foot is clearly OVER the line sure, but if a foot might be touching the line, let it go! Calling a foot fault on a second serve in match game is ridiculous! If you are not 100% positive, you don't call it at a crucial stage of a match.
