Why didn't your opponent use substitute with Empoleon, he could have activated petaya berry since he used Agility. Also the fact that Gyarados was going to get hurt by rocks, Gyarados would be taken out with Ice Beam. That cost him the game.

Using surf is giving him a free turn to do whatever he wants.
