Yes. it is. I googled it and indeed skype is only for PSP slim. People say that it is because the PSP "fat" lacks hardware capailities (RAM), but I think it's just a marketing strategy to force users to update devices for the cool new stuff.

Evidence of the issue not being hardware related:

*voice capabilities have existed on the psp since the 2 player socom game

*voip is available with homebrew firmware
