From what i think you're saying...You want to buy specail attacks (Or as they're officaially called: Skills) Where you can byuy them depends on your class....If you're a swordsman/crusader/exploror/vo­yager....you can buy you're skills there (also if you're an exploror you need corals to use the skills which you can buy north of argent.)

if youre a champion you also can buy your skills in argent. If you're a Cleric/Herbalist/Sealmaster you can buy your skills in shaitan.....And if you're a hunter/sharpshooter you can buy your skills in icicle.
