First of all, get that pitman arm puller replaced. PB Blaster works wonders on rust, so spray a generous amount on the night before and even a little bit before you go at it again. If that does not work, you can also try hammering out the old balljoint. This is especially worthwhile if you have the control arm off of the car and in a vice.
I guess another thing you can try is applying some heat to it? I've never done this, but it works in other applications.

Actually got a tie rod puller and it worked! The thing fired across the garage but it came out. Thanks for the help!
