burma shave is a shaving cream from the 40s and 50s. they would have gimmicky billboards all across the US. tom is playing on that: it doesn't really exist.
This is actually "Burma Shave" with a Summertime intro, and bits of Summertime mixed in. He used to incorporate other songs into his songs in live performances now and then. This is one of the best Waits performances ever, methinks - Summertime fits in great with Burma Shave.
When part 1 and part 2 of this are clipped together, then my life will be complete.
