You are parroting the "innocent until proven guilty" phrase used in crime. It need not apply in matters of sporting or match fixing. In these cases, you are "guilty until proven innocent". You are guilty if the ICC thinks you are guilty, irrespective of whether they are punishable until British Law. Most professional organizations like NFL, FIFA all follow the "guilty until proven innocent". Read what happened to Ben Roethlisberger.

Azharuddin, Jadeja, Prabhakar were banned and remain banned. Pakistani cricketers continue playing after 1-2 years even if their own board finds them guilty of match fixing. Pakistan has yet to ban a single cricketer. Even Salim Malik ban was lifted and now he's going on screaming to the whole world that he is vindicated.

They were banned because they were PROVEN to be involved in match-fixing. That's the difference between allegations and facts. As far as anyone with a reasonable thinking is concerned, the allegedly Pakistani cricketers involved in spot-fixing HAVEN'T been banned yet. Nothing has been proven yet, hence they are still considered innocent and a cessation has not be applied to their careers unlike Ajay Jadeja and co.

Of course it has to be proven. But it is the ICC that will take the call. They would collect the evidence and they would interpret it and they would hand out the judgment, even if they cannot be prosecuted under British Law. The fact is in matters of sport, you have to be tough because the success of the game depends on the perception of the fan. If he smells something is fishy, that is the death of cricket. Already Eng-Pak matches are being watched by barely 20% of the crowd.

Consider for a moment that Scotland Yard are unable to prosecute until British Law. In the eyes of British law, they are "innocent". But the true innocence will be determined by ICC. The "innocent until proven guilty" is a term used in legality in a court of law. The ICC is not governed by this law. If there is enough circumstantial evidence, they have the right to ban, even if there is technically no "proof"
