I knew about the Zero TAC thing a while back and tried to use it with Modok. I spent some time trying to make the TAC 100% uncounterable every time and could not find a way to do it.

In the end you can make the Zero TAC very, very hard to counter but there is no reliable 100% way to make it completely inescapable every time. If there IS a way to do this, it would probably mean that Zero/MODOK would have the only touch of death combo in UMVC3.
