Carter was bad, not as bad as Wilson or FDR but definitely worse than Bush.
I believe Obama has already surpassed Bush and Carter and is well on his way to catching up to Wilson and FDR. If he starts throwing innocent people, whose only crime was dissent, in prison by the 10's of thousands then he will have caught up.
